INVITATION FOR OPEN BID – NOTICE TO VENDORS
EXPRESSION OF INTEREST
FOR PRESIDENTIAL METERING INITIATIVE (CLOSE BAND A METERING GAP)
The Federal Government has approved the Presidential Metering Initiate (PMI) with the overarching objective of closing the metering gap in the country within three years leveraging on smart metering technologies of data analytics. The Metering Acquisition Fund (MAF) scheme under this initiative is aimed at procuring and installing meters for unmetered Band A customers within the country. The funds shall be under the management of a Fund Manager as approved by the Nigerian Electricity Regulatory Commission (NERC).
2.0 GENERAL REQUIREMENTS
(a) Automatic commissioning of Meters.
(b) Management of Meter setup/configuration including provisioning, reading and writing configuration to the Meters.
(c) Management of meter firmware including upgrading or downgrading firmware in the Meters.
(d) Retrieval, storage and management of events received from smart meters.
(e) Storage and recovery of measured data.
(f) Retrieval of interval data including energy consumption data.
(g) Retrieval of power quality event data including maximum, minimum and average voltage/current.
(h) Support server or meter-initiated connections.
(i) Flexible and advanced template-based or ad-hoc reports.
(j) Easy device group management with minimal effort for group handling (one definition applied to a group of devices for reading, reconfiguring, reporting, etc.).
(k) Extend system features with simple addition of new functional modules.
(l) Extend system performance with a simple addition of parallel instances of server modules.
(m) Support Virtualization technology (Virtual Machines, Clustering and other HA technology for business continuity and disaster recovery.
(n) B2B interface with support for file/database export and Application Programming Interface (API) to support communicating with Back-office systems.
(o) APIs should allow full control of functionality from back-office systems.
(p) Should be customizable to match operational constraints.
(q) Should support both Oracle and MS SQL database.
(r) Ability to resume interval data collection upon restoration of communication or other infrastructure failures.
(s) Support multiple communications servers load balancing to allow scalability and availability.
(t) Remote reading of up to 100,000 devices using typical GPRS communication daily.
(u) Integration with other systems through Web services.
3.0 CONDITION FOR ELIGIBILITY
In order to be considered for pre-qualification, bidders will be required to provide information on the following:
(a) Evidence of company registration (CAC Certificate, CO2, CO7 or Statement of Affairs for Business Names).
(b) Detailed company profile including details of key professional staff.
(c) Bank Reference Letter
(d) Proof of Address
(e) Preceding 3 years Audited Accounts / Statement of Accounts
(f) Preceding 3 years ended financial Tax Clearance Certificate
(g) VAT Registration Certificate and evidence of VAT remittances.
(h) Evidence of Compliance with Pension Act, NSITF, ITF and evidence of remittances.
(i) Evidence of manufacturers accreditation (if applicable)
(j) Evidence of Corporate Social Responsibility (if applicable)
(k) Evidence of Corporate Environmental and Governance Policy (if applicable)
(l) A valid MAP/LMMA permit issued by NERC

5.0 NOTE
(a) All information must be provided in the English Language
(b) The Bid Documents will be sent to only pre-qualified vendors from the Expression of Interest page.

3. Go to the Bids & Tender page, click on Open Bids and follow the process to Express Interest on your preferred bid.
Submission Instructions

Kindly note that email submissions in response to the bid would not be accepted.
Requirements
